Rwanda and the International Labour Organization (ILO) have signed a new agreement to strengthen digital literacy through the One Million Rwandan Coders initiative. The partnership, sealed on August 19, 2025, will equip Rwandans with ICT skills that improve their employability while advancing gender equality in technology.
The agreement highlights Rwanda’s commitment to ensuring women and girls benefit from opportunities in the digital economy, in line with national efforts to close the gender gap in technology access.
According to MINICT, the program will support capacity-building, SME growth, and job creation while expanding digital training for youth, women, and persons with disabilities. The goal is to accelerate Rwanda’s digital transformation and create at least 1.2 million jobs under the Second National Strategy for Transformation (NST2).
ILO leadership commended Rwanda’s inclusive approach, noting that digital innovation is being positioned not only as a tool for economic recovery but also as a driver of social development.
This new deal builds on Rwanda-ILO cooperation launched in 2023, with both sides pledging to work together to deliver technology-driven solutions that will shape a sustainable and inclusive future.
