Rwanda Plans Integrated Housing Program for Genocide Survivors

Rwanda has announced plans to include genocide survivors in wider national housing programs aimed at vulnerable citizens, following concerns raised in Parliament about thousands still lacking adequate shelter.

The discussion involved Ministry of National Unity and Civic Engagement and was presented before a parliamentary committee reviewing budget execution and future planning.

Lawmakers reported that 29,232 homes of genocide survivors need renovation, while 6,973 families still require full housing support. MP Mukampunga Epiphanie urged the government to ensure equal attention across all districts.

Minister Jean Damascène Bizimana explained that the government has coordinated with Ministry of Local Government and Ministry of Finance and Economic Planning to ensure survivors are included in general housing schemes for vulnerable groups.

He said the new approach will avoid separating beneficiaries into categories, while strengthening unity and improving efficiency in service delivery.

The minister also noted that construction costs vary by region and that local materials and contractors will be used to ensure better use of resources.
