The 2024/25 global rule of law report ranked Rwanda first in Africa out of 34 countries and 40th worldwide among 142 nations. Additionally, Rwanda is the top-performing developing country out of 16 globally.
The Minister of Justice credited Rwanda’s progress to consistent reforms, anti-corruption efforts, and digital transformation in the judiciary.
“Rwanda is among the best countries in fighting corruption thanks to strong policies, laws, and enforcement measures,” the Minister said.
Judicial reforms—particularly through technology adoption—have improved court efficiency, transparency, and access to justice for citizens.
