DASSO Builds a New House for Disabled War Veteran’s Family in Musanze, Rwanda

In Musanze District, the District Administration Security Support Organ (DASSO) has launched the construction of a new house for Ntibansekeye Félicien, a disabled war veteran, and his family. The beneficiary resides in Mubuga Village, Cyanya Cell, Cyuve Sector.

The project, which began in August 2025, is part of DASSO’s broader commitment to support vulnerable families while ensuring community security and well-being.


About the House

The new house under construction includes:

  • Three bedrooms
  • A sitting room
  • An external kitchen
  • A toilet
  • Essential household items to be provided before handover

The seven-member family had previously lived in a dilapidated two-room structure, which was declared unsafe during the rainy season. Due to the risk of collapse, they were temporarily relocated and provided with rental support by local authorities.


Empowering Lives Beyond Security

Munyandamutsa Venant, DASSO Coordinator in Musanze District, said the initiative reflects DASSO’s expanded role beyond security enforcement:

“Today’s project is about building a home for a vulnerable citizen. DASSO is no longer just a security organ — we’re a force for improving community welfare. Every year, we commit resources, often more than UGX 2 million, from our own contributions to fund such initiatives.”

He emphasized the organization’s mission to shift public perception:

“People must understand DASSO isn’t just there to punish — we’re here to serve, uplift, and protect all citizens.”


The Beneficiaries Speak Out

Marie Chantal Mukarwego, the wife of the disabled veteran, expressed deep gratitude:

“We used to live in miserable conditions — sometimes I would go days without food. My husband, who is disabled, makes shoes and earns just 50 Rwandan Francs per pair — it wasn’t enough for the family.”

She added:

“This new house feels like a miracle. When it rains, we won’t have to stand all night or send our children to sleep elsewhere. I’m beyond thankful to DASSO and everyone who helped. May God bless them.”


Completion Timeline and Broader Impact

The construction is expected to be completed by September 2025, after which the family will move into their new home.

This initiative is part of DASSO Musanze’s ongoing community development programs, which include:

  • Building and renovating homes for the vulnerable
  • Paying community health insurance for the poor
  • Supporting anti-erosion efforts
  • Working with partners for sustainable social impact

In Cyuve Sector alone, over 90 families are still in need of decent housing. Local government and partners have been urged to scale up support to ensure safe and dignified shelter for all.
