The Government of Rwanda<\/strong> has announced a projected national budget of over RWF 7 trillion<\/strong> for the 2025\/2026 fiscal year<\/strong>, marking a 21% increase<\/strong> compared to the previous year\u2019s budget of RWF 5.8 trillion<\/strong>.<\/p>\n\n\n\n

The increase reflects the government\u2019s ambition to invest in critical sectors and infrastructure to boost socio-economic development. Ten major priority projects have been highlighted as key investment areas in the coming fiscal year.<\/p>\n\n\n\n

\n\n\n\n

1. Student Loan Scheme \u2013 RWF 17.7 Billion<\/strong><\/h3>\n\n\n\n

The government has allocated RWF 17.7 billion<\/strong> to support student loans and scholarships<\/strong> for Rwandans studying in local and international universities.
However, the actual requirement is RWF 22.5 billion<\/strong>, leaving a funding gap of RWF 4.8 billion<\/strong>.<\/p>\n\n\n\n

2. Provision of Laptops in Schools \u2013 RWF 9 Billion<\/strong><\/h3>\n\n\n\n

The Ministry of Education plans to distribute over 17,000 laptops<\/strong> to 310 schools<\/strong> across the country.
The initiative has been allocated RWF 9 billion<\/strong> for 2025\/2026 and is part of a larger RWF 15.7 billion<\/strong> project expected to be completed by October 2027<\/strong>.<\/p>\n\n\n\n

3. English Language Training for Teachers \u2013 RWF 6.7 Billion<\/strong><\/h3>\n\n\n\n

The Rwanda Education Board (REB) has been allocated RWF 6.7 billion<\/strong> to train teachers in English language proficiency<\/strong>.
The entire project will cost RWF 32 billion<\/strong> and is scheduled to conclude by October 2027<\/strong>.<\/p>\n\n\n\n

4. Upgrading Ruhengeri Referral Hospital \u2013 RWF 2.5 Billion<\/strong><\/h3>\n\n\n\n

To enhance health service delivery in the Northern Province, RWF 2.5 billion<\/strong> has been set aside for the expansion of Ruhengeri Hospital<\/strong>.
The total project cost is estimated at over RWF 111 billion<\/strong>, with completion expected by 2028<\/strong>.<\/p>\n\n\n\n

5. Procurement of ARVs \u2013 RWF 2.8 Billion<\/strong><\/h3>\n\n\n\n

Following the reduction of USAID funding<\/strong>, the government has allocated RWF 2.8 billion<\/strong> to procure antiretroviral (ARV) drugs<\/strong> for people living with HIV\/AIDS.<\/p>\n\n\n\n

6. Medical Equipment Procurement \u2013 RWF 16 Billion<\/strong><\/h3>\n\n\n\n

Over RWF 16 billion<\/strong> has been earmarked for advanced medical equipment<\/strong>, including CT scanners<\/strong>, which will be acquired directly from manufacturers<\/strong> \u2014 a procurement method that has cut costs by up to 50%<\/strong>.<\/p>\n\n\n\n

7. Agricultural Productivity Boost \u2013 RWF 55 Billion<\/strong><\/h3>\n\n\n\n

The Ministry of Agriculture will receive RWF 55 billion<\/strong> to help farmers access seeds and fertilizers<\/strong> more affordably, aiming to improve food security<\/strong> and agricultural output<\/strong>.<\/p>\n\n\n\n

8. Nyabugogo Bus Terminal Upgrade \u2013 RWF 19.3 Billion<\/strong><\/h3>\n\n\n\n

Under the RUMI project<\/strong>, the Nyabugogo Bus Terminal<\/strong> will be modernized with a dedicated lane for public transport.
The project will receive RWF 19.3 billion<\/strong> this year, with spending reaching RWF 82 billion<\/strong> by 2027\/28<\/strong>, and a total cost of RWF 288.6 billion<\/strong> by 2030<\/strong>.<\/p>\n\n\n\n

9. Drone Operations Center in Huye \u2013 RWF 3.3 Billion<\/strong><\/h3>\n\n\n\n

The government will invest RWF 3.3 billion<\/strong> in the construction of a Drone Operation Center<\/strong> in Huye District<\/strong>, expected to be completed by 2026<\/strong>.
It will support training, research<\/strong>, and manufacturing<\/strong> of drones within Rwanda.<\/p>\n\n\n\n

10. Kigali\u2013Muhanga Road Expansion \u2013 RWF 3 Billion<\/strong><\/h3>\n\n\n\n

The 45-kilometer Kigali\u2013Muhanga road<\/strong> will undergo significant upgrades, including additional lanes and dedicated truck routes to ease traffic.
The project has been allocated RWF 3 billion<\/strong> and is set to begin in 2026<\/strong>.<\/p>\n\n\n\n

Budget Growth Over Two Decades<\/strong><\/h3>\n\n\n\n

Rwanda\u2019s national budget has seen exponential growth over the last 25 years. In 2001<\/strong>, the national budget stood at RWF 187.5 billion<\/strong>.
