Kigali, Rwanda \/ Kinshasa, DRC<\/strong> \u2014 Rwanda and the Democratic Republic of the Congo (DRC) have agreed on a new set of principles to guide bilateral economic cooperation<\/strong>, following the signing of a Declaration of Principles on the Peace Accords<\/strong> in Washington, D.C.<\/strong>, on June 27, 2025<\/strong>. The agreement forms a key part of the Regional Economic Integration Framework (REIF)<\/strong> \u2014 a U.S.-supported initiative aimed at advancing sustainable development and regional peace.<\/p>\n\n\n\n

In a statement released on August 1, 2025<\/strong>, the U.S. Department of State<\/strong> confirmed that Rwanda and the DRC had committed to building a stable, sovereign, and economically integrated partnership<\/strong> across a number of critical sectors.<\/p>\n\n\n\n

\n\n\n\n

Priority Areas for Economic Partnership<\/strong><\/h3>\n\n\n\n

The REIF outlines several key sectors where Rwanda and DRC will coordinate efforts and attract investment:<\/p>\n\n\n\n

  • Mining & Mineral Value Chains<\/strong>:
    Both countries pledged to promote legal and transparent mining<\/strong>, dismantle illicit trade networks, and ensure that local communities benefit<\/strong> from mineral wealth. They also aim to improve regional value chains and traceability systems.<\/li>\n\n\n\n
  • Energy Cooperation<\/strong>:
    The two governments plan to jointly invest in power infrastructure<\/strong>, including finalizing the Ruzizi III hydroelectric project<\/strong>, and expanding the methane gas extraction from Lake Kivu<\/strong> to power homes and industries. A common electricity market<\/strong> is also under consideration.<\/li>\n\n\n\n
  • Transport and ICT Infrastructure<\/strong>:
    Rwanda and the DRC will develop regional transport corridors<\/strong>, border market zones, and ICT connectivity<\/strong> to ease the movement of goods, services, and people. Investment in logistics and warehousing<\/strong> will also be prioritized.<\/li>\n\n\n\n
  • Agriculture & Industry<\/strong>:
    There is a mutual commitment to modernize agriculture and support agro-industrial growth<\/strong>, improving food security and generating employment in rural areas.<\/li>\n\n\n\n
  • Tourism & Environmental Management<\/strong>:
    The agreement supports joint protection of transboundary parks<\/strong>, development of eco-tourism<\/strong>, and creation of secure cross-border tourism routes. The countries also intend to harmonize environmental policies and coordinate conservation efforts.<\/li>\n\n\n\n
  • Public Health & Disease Control<\/strong>:
    Rwanda and the DRC will expand cross-border disease surveillance<\/strong>, invest in epidemic prevention<\/strong>, and explore cooperation in medical research and healthcare innovation<\/strong>.<\/li>\n<\/ul>\n\n\n\n

    Commitment to Peace, Security, and Prosperity<\/strong><\/h3>\n\n\n\n

    The agreement also reaffirms both countries\u2019 shared responsibility in promoting regional peace and good governance<\/strong>, particularly in the mining sector \u2014 long associated with conflict in the Great Lakes Region.<\/p>\n\n\n\n

    \u201cRwanda and DRC are committed to building a principled and productive economy that serves their populations, especially the most vulnerable,\u201d the U.S. statement read.<\/p>\n<\/blockquote>\n\n\n\n

    They also agreed to gradually dismantle illicit networks involved in mineral trafficking and ensure that profits from natural resources reach the people<\/strong>, not armed groups.<\/p>\n\n\n\n

    Monitoring and Implementation Mechanisms<\/strong><\/h3>\n\n\n\n

    On July 31<\/strong>, Rwanda and DRC held the first official monitoring meeting<\/strong> in Washington to oversee the implementation of the Peace Accords. A second session is scheduled for August 4<\/strong>, focusing on:<\/p>\n\n\n\n

    • Security measures along the border;<\/li>\n\n\n\n
    • Disbanding of the FDLR rebel group<\/strong>;<\/li>\n\n\n\n
    • Lifting of security restrictions following progress on mutual commitments.<\/li>\n<\/ul>\n\n\n\n

      Rwanda has pledged its support to initiatives that foster regional stability and shared economic development<\/strong>, but emphasized that national security remains a top priority<\/strong>.<\/p>\n\n\n\n

      Rwanda\u2019s Minister of Foreign Affairs, Amb. Olivier Jean Patrick Nduhungirehe<\/strong>, recently told Parliament that Rwanda will maintain defensive measures as long as the DRC continues to tolerate or cooperate with the FDLR<\/strong>, which Kigali designates as a terrorist organization.<\/p>\n<\/blockquote>\n\n\n\n
