Former U.S. President Bill Clinton described the decision as \u201ca historic shift that will make prevention easier for patients and health workers alike.\u201d<\/p>\n\n\n\n<p>Rwanda\u2019s Health Minister, Dr. Sabin Nsanzimana, said the lower price could transform Africa\u2019s HIV response.
